CRITERIA, INDICATORS, AND LEVELS OF INFORMATION AND COMMUNICATION COMPETENCE DEVELOPMENT AMONG HIGHER EDUCATION STUDENTS

The article substantiates the criteria, indicators, and levels of development of information and communication competence among higher education students. The relevance of the study is determined by the need to assess not only technical proficiency in digital tools but also the independence, awareness, effectiveness, and responsibility of students’ information and communication activities. The competence is considered through five interrelated components: motivational-value, cognitive-informational, operationaltechnological, communicative-interactive, and reflexive-evaluative. Based on analysis, comparison, systematization, generalization, and pedagogical modeling, a system of criteria and indicators was developed. It includes motivational, cognitive, operational, digital interaction, and reflexive-regulatory criteria, each specified by two indicators. The proposed system focuses on generalized modes of information and communication activity rather than mastery of individual digital services. Assessment covers motivation, systematic knowledge, independence and appropriateness of digital actions, quality of communication and collaboration, self-analysis, self-control, and activity adjustment, with consistent consideration of ethical, legal, and safety requirements. The diagnostic toolkit combines questionnaires, tests, situational and practical tasks, group activities, analysis of digital products, portfolios, and reflective reports. A 100-point scale and low, medium, and high levels of competence development are substantiated. The proposed approach also allows the construction of an individual competence profile for each criterion, which can reveal competence gaps and guide further digital and professional development. Its practical value lies in its potential use for pedagogical diagnostics in higher education institutions, including during the use of interactive learning platforms.
